parking restrictions after snowfall:

  1. It shall be unlawful for any person to park any vehicle on the paved and traveled portion of any street within the town for a period of 12 hours after a snowfall of two or more inches.
  2. The Street Department shall erect all appropriate signs and curb markings to designate said areas as snow routes.
  3. The Police Department and all members thereof assigned to traffic duty are hereby authorized to remove and tow away or have removed and towed away by a commercial towing service, any vehicle parked on said streets. A vehicle so towed away for such violation shall be stored in a safe place and shall be restored to the owner or operator of such vehicle upon payment of the towing and storage charges thereof.

The regulation of the municipal parking lots designated by the Town Council shall be regulated as follows:

  1. Supervision. The municipal parking lots now are hereafter acquired or established by the town shall be under the supervision of the Chief of Police.
  2. Use. It shall be unlawful to park any vehicle in any municipal parking lot in violation of this code or any other applicable ordinance of the town or to so park contrary to the rules established by the Town Council for the use of such lot or in any place or manner other than designated by the Council.
  3. Hours. It shall be unlawful to park any car or other vehicle in a municipal parking lot in the town between the hours of 3:00 a.m. and 7:00 a.m. unless the car or other vehicle is parked in a handicapped parking space in ordinance with §72.06, or unless the car or other vehicle is parked within a designated area marked by appropriate pavement and/or curb stripping and the vehicle has a properly displayed parking permit obtained from the Clerk-Treasurer of the town.
  4. Parking permits. Any resident of the town who resides in the Downtown Zoning District, D-1, in a building or facility which does not have adequate off-street parking for its residents may obtain a parking permit from the Clerk-Treasurer, which permit, when properly displayed, shall permit the vehicle to be parked in the designated areas of the north parking lot and the south parking lot. The permit shall be displayed in a manner that makes it visible through the windshield of the vehicle. Parking permits may be issued on an annual basis or a monthly basis. Annual parking permits shall be valid from the date of issuance through December 31 of the year in which they are issued. Monthly permits shall be valid from the date of issuance through the last day of the month in which they are issued. The annual parking permit fee shall be $25 and the monthly parking permit fee shall be $5. Parking permit fees shall be waived for persons who reside in the Downtown Zoning District, D-1, on property which they own. Parking permits shall only be issued for operating vehicle duly licensed in the state. The issuance of a parking permit by the town shall guarantee parking space availability. The use of the designated parking area shall be subject to such rules and regulations for snow removal, routine maintenance, and the like, as the Town Council may establish from time to time.

Overnight guests of downtown parking permit holders are required to contact the Lowell Police Department at 219-696-0411 and report the visitor's vehicle description, registration, renter's name, address, and phone number. If you fail to do so, the vehicle may be cited and/or towed at the owner's expense in accordance to the ordinance.
